Logistic Information System

A logistics management information system operating at national scale for the Indonesian National Police, covering facility and asset records across the organisation.

What I worked on

The part I worked on is reporting that rolls up. Units in each city file what they hold, what they have been issued and what they have spent, and it has to arrive at Mabes as one consistent national picture of facilities and assets.

A national police force is a command hierarchy, and reporting inside one inherits that shape. A report belongs to a unit, a unit belongs to a region, and what the centre reads has to agree with what every city submitted. The people filing are spread across the country on whatever connection they have, and they are not software people. Most of the difficulty sits there rather than in the aggregation.

Notes

Government systems are exercises in modelling an org chart that predates the software by a century. Most of the engineering effort is not in the transport or the storage; it is in getting the authority model right, because every record has to answer “who was allowed to do this, and under whose delegation” before it can answer anything else.
